South Carolina calls its program SC VINE, short for Victim Information and Notification Everyday. The statewide South Carolina VINELink page provides custody information and notifications through the channels offered for a participating record. Official state material describes telephone, email, text, TTY, web, and mobile access. Availability can vary by event and source agency.
County and state records are not interchangeable. Chester County Detention Center supplies a county-jail custody path. SCDC supplies state-prison information. Probation and parole status can involve SCDPPPS. Statewide availability does not mean every brief municipal hold, old booking, federal detainee, or court event will appear.
Chester Jail Alerts Through SC SAVIN
Chester has a specific local connection to the state network. The official SC SAVIN county facility list names Chester County Detention Center and gives its number, 803-581-2602. The county's official-linked JailTracker also displays a Victim Notification control. Together, those details show a path from an active Chester booking row to custody-change notices.
This local bridge does not remove the need to verify. The alert depends on Chester County Detention Center updating the event, the data reaching VINE, and the selected contact channel working. A notice that someone left one reporting facility can also reflect transfer to SCDC, another jail, USMS, ICE, or another custodian rather than return to the community.
No alert should be read without its agency and event wording. Save the access time, offender identifier, and confirmation details. Then call the detention center if the destination or release type is unclear.

A no-match is inconclusive. It may reflect an alias or spelling mismatch, feed delay, a transfer, agency configuration, limits on old records, or a record that is not available for public display. Search the official custodian and call the facility before drawing a conclusion.
Absence has different meanings in other systems too. Chester JailTracker is chiefly a current-custody roster. SCDC's live Inmate Search excludes released state prisoners by design, while the separate SCDC Released Inmate List is the state release route. VINELink adds a status signal but does not merge these sources.
Register Chester County Release Alerts

A release from one system may be intake to another. A Chester JailTracker disappearance or VINE release event cannot by itself distinguish a walk into the community from transfer to state, federal, immigration, or another county custody. Ask for the destination or disposition.
Registry Alerts Are Not Release Alerts
South Carolina also offers SLED Community Notifications for geographic changes in the sex-offender registry. That is an offense-specific registry, not a general released-inmate service. Its workflow starts with registry conditions, a verification code, Community Notifications, and acceptance of registration terms.
A registry record can show that a person who is legally required to register is living in the community or has a registration duty. It does not show every person released in Chester County and cannot prove when a jail stay ended. Corrections to that registry route through SLED, while a Chester custody event routes through the jail or the agency that supplied it.
Chester VINELink Search Limits
VINELink can lag. Historical display can be limited. A municipal hold may never become a county booking, and a federal event belongs in another system. Contact channels can fail, and a record can be keyed differently from the spelling used in the search. These limits make a second official source essential.
Use JailTracker for the last visible Chester county booking, but do not call absence a release. Use SCDC's live tool for current state custody and its released list after state release. A federal no-match should never be repaired by assuming SC VINE has the missing event.
Finally, preserve what was searched. Record the spelling, identifier, agency, date, and time. If a later alert arrives, compare those details before joining it to the person.
