Federal Transfers from Chester County
A Chester County jail stay can end without the person becoming free. The Detention Center may release a booking to ICE, the U.S. Marshals Service, SCDC, another county, or another lawful custodian. The word release in a local database can mark the end of county responsibility, while the destination field shows that custody continued.
Ask Chester County Detention Center a narrow question: did the booking end in community release or transfer, and which agency received the person? Request the date, time, destination, disposition, and releasing authority. JailTracker absence alone cannot answer that question.

A USMS prisoner may be housed in a contract bed and not appear as a normal BOP record at every stage. An immigration detainee may move among facilities. Always preserve the destination agency from the Chester record.

Resolve an ICE No-Match
Begin with identity. Check the exact A-number, including whether the source displays nine digits, and confirm country of birth. For a name search, preserve compound surnames and use the order requested by the form. Do not invent an alias or change a country field just to force a result.
Next, account for timing. A very recent county handoff can precede the federal locator update. Ask Chester County for the destination agency and transfer date, then use the official ICE information channel. If another facility or ERO office is named, verify its contact on an official ICE page.
Finally, test whether the matter is actually immigration custody. A federal criminal defendant held for USMS belongs in the court and USMS path, not the ICE locator. A sentenced federal prisoner belongs in BOP. The agency label in the county transfer entry is the best starting branch.
Trace U.S. Marshals Custody
The U.S. Marshals Service manages federal prisoners during important pretrial and transport stages. It relies on a network of detention arrangements, including contract beds. There is no comprehensive public USMS person locator equivalent to the BOP locator for every stage.

- Locate the federal criminal docket using the person's correct identity and case information.

A BOP no-match during pretrial detention is not surprising. It does not mean USMS released the person. Likewise, a later BOP result does not certify the exact Chester County handoff time.
When Federal Custody Ends
The end of one federal agency's custody can lead to the community or another custodian. ICE may release under an immigration process, carry out a transfer, or move the person to another facility. USMS can deliver a sentenced person to BOP, return someone under court authority, or transfer custody to another sovereign.
A detainer is a request or legal basis for another authority to assume custody. If Chester releases a person to ICE or USMS under a detainer or order, county custody ends but confinement continues. If a federal agency later transfers the person again, its release notation may still not describe community freedom.
Ask for the destination and event type. A precise statement says that a named agency released or transferred the person on the date in its record. It should not claim all custody ended unless the sources establish that result.

Verify Immigration Release Records
ICE's locator is a live status tool, not a certified Chester release record. Save the A-number, identity fields, result, and access time. If ICE says the person is not found or no longer at a listed location, contact the official detention information channel and ask what public record can confirm the next event.
Immigration case records and custody records answer different questions. A court or agency decision may authorize action, while the custodian record documents when the person physically moved. Keep those dates distinct.
A Chester County transfer to ICE proves the county handoff when the local record names ICE. A later ICE release must come from the federal custody path. The county should not be asked to certify an event that happened after federal acceptance.
Verify Federal Criminal Release
For USMS or BOP, match the county transfer record to the federal case number and federal identifier. Read the court docket for detention and sentence orders. Use BOP's locator only when the person entered its system, and interpret “Released” or “Not in BOP custody” within BOP's limited scope.

The route can branch. A county case may stay local. A federal criminal matter may move through USMS to BOP. An immigration matter may move through ICE facilities without any BOP entry. Accurate tracing depends on choosing the branch supported by the county disposition and federal record.
