SCDC Transfers from Chester County
A Chester County defendant committed to SCDC does not leave custody when transported away from Dawson Drive. Chester County's booking or release entry should identify the destination agency and transfer date. The later SCDC record then establishes state incarceration. Calling this movement a community release would join two different events and could hide another active custodian.
No current institution on the official SCDC list is located in Chester County. SCDC lists 21 institutions statewide and assigns a sentenced person according to classification, custody, program, medical, education, and work needs. The reception site is an intake point, not a promise about the final institution.
If Chester JailTracker no longer displays the person, ask the Detention Center whether the booking ended in community release or transfer. Preserve the arrest or jacket number. Then search SCDC after its overnight update cycle. A current SCDC match confirms the person moved into state custody.
South Carolina Prison Reception Routes
SCDC identifies separate reception functions. Male entrants aged 17 or older who receive sentences of 91 days or more are processed through Kirkland Reception and Evaluation Center, 4344 Broad River Road, Columbia, SC 29210, at 803-896-1521. The women's reception function is at Camille Griffin Graham Correctional Institution, 4450 Broad River Road, Columbia, SC 29210, at 803-896-8590.
Those facts do not establish where a named person remains. A reception center evaluates and routes a new state commitment. Institutional placement may later change for classification or operational reasons. Use the individual SCDC result for the institution of record, and do not treat a reception address as the release location.
Search Current SCDC Custody
The official SCDC Inmate Search covers people currently sentenced to and incarcerated in SCDC as of midnight the previous day. It expressly excludes released SCDC inmates, county detention sentences, parole, probation, other community supervision, current fugitives, and juveniles. That narrow scope is essential.
- Open and accept the SCDC search disclaimer.
- Enter the SCDC number or SID when known, or search by name.
- Open the likely record and compare identity, committing county, convictions, sentence, and institution.
- Read the exact release-related field label instead of assuming every date means release.
- Record the search time and stable identifier.
A photograph can help compare identity but cannot stand alone. If a first name is uncertain, SCDC instructions permit leaving it blank. A no-match may be expected after actual state release, but it can also reflect timing or identity error. It does not prove that a Chester jail booking ended in release.

Find Released SCDC Inmates
SCDC provides a separate Released Inmate List. This is the released-first route for a person who actually left the state prison system. Search or filter using the controls shown at access time. Save the SCDC number, displayed name, release date, and any release-type or prior-institution field the live record supplies.
Do not backfill labels from another state's site. SCDC controls the wording. A person can disappear from current Inmate Search and move to the released list after the overnight source update. Preserve the SCDC number because aliases and common names make name-only matching unsafe.
The released list documents SCDC action, not Chester County action. A county detainee who never entered SCDC will not acquire a state release record. Conversely, a Chester defendant transferred into SCDC has a county transfer record and, much later, a separate state release record.

That record should be joined to the matching SCDC identifier and, when supervision follows, checked against SCDPPPS.
Understand SCDC Release Dates
SCDC's public application uses the term Projected Release Date. It is the date the agency projects all incarcerated terms will be satisfied, based on sentence type and continued earning of available work, education, and good-time credits. Projected Parole Eligibility is different. Neither field is proof of an actual exit.
The agency's general release calculator describes an earliest-possible scenario and carries strong limits. It assumes available credits, does not cover every conviction, and is not for calculating the date of a person already sentenced. Sentence start, jail credit, concurrent or consecutive terms, offense class, statutory percentage floors, discipline, detainers, appeals, new sentences, and amended orders can alter the result. A detainer can cause pickup by another custodian at maxout. That is a transfer even though SCDC custody ends.
Policy OP-21.09 separates an internal Tentative Release List from an Official REL Authorization. Staff audit service time, credits, holds, pending matters, and required notices before authorization. The internal list is not the public projected date. Approved parole uses a Parole Certificate and director release order; qualifying community supervision uses a Community Supervision Certificate.
Where SCDC Releases Go
A genuine SCDC release can lead to the community, parole or another form of supervision, or another custodian. It may also involve a court-driven transfer. A vacated or remanded sentence can return a person to county custody pending retrial or resentencing. Read the release type and destination rather than equating the end of SCDC custody with complete freedom.
Normal SCDC policy release hours are 8:00 a.m. to 5:00 p.m. daily, with stated exceptions for bus schedules, court orders, maxout, weekends, and holidays. Rules for qualifying sentences of six months or more and private transport may affect a release near the first of a month. These are state-prison rules only. They do not describe Chester County Detention Center processing.
When supervision follows, use SCDPPPS to check the public status and the Chester County supervision office. A parole grant is not the physical release itself. Match the state release record to the later supervision entry.
Request SCDC Release Records
The web list is not the only route. SCDC policy describes a central record maintained from initial incarceration through release, followed by merger and storage of the institutional file. That record persistence makes Inmate Records and FOIA useful after a web entry changes.
- Identify the person with the SCDC number or SID and known custody dates.
- Ask for the release certificate or release and discharge data.
- Request the record defining the projected and actual date when that distinction matters.
- Name the release type, destination, and authorization fields sought.
- Ask for an estimate and electronic delivery where available.

Confirm Chester State Release
Build the chain in order. Obtain Chester County's transfer entry, locate the matching current SCDC record, switch to the Released Inmate List after state release, then check SCDPPPS if supervision follows. The court docket can explain the sentence, amended order, or remand, but the custodian records supply the actual transfer and release events.
Use one or two stable identifiers across the chain. A county arrest number and an SCDC number serve different systems, so record both. Note every access date. Current status can change after the page is viewed.
